In preparation for demolition, workers were performing Universal/Hazardous Waste Removal in a cold and dark facility that included removal of deactivated electrical components. One worker involved in removing fuses partially opened the cover to a panel that was providing temporary power to the facility. Before the cover was completely removed, the supervisor noted an error and immediately stopped work.

LESSONS LEARNED: Ensure systems/components in cold and dark facilities are adequately marked/labeled and employees are briefed on hazardous energy that still exists in the facility.
