Lack of integration at the working level caused confusion between functions. Although the functions had developed schedules, the working level activities were not integrated with the other functions. Logic ties had not been routinely identified and the detailed schedules were not being communicated amongst the stakeholders. As a result, the energization goal date was negatively impacted.
