The delay of over two years from a first DOE Readiness Assessment (RA) to a second one resulted in a significant turn-over of personnel. It was apparent that there was a well-qualified staff for the Material Security Consolidation Facility operations in place after the first RA was performed. However, organizational changes made verifying the training and knowledge of current facilities, operations and safety personnel difficult during a reorganization and with new employees in various stages of training.

Lessons to be learned: Provide a description of organizational and staffing changes to RA team when substantial changes occur or have occurred since the initial review.
