Swift & Staley Team (SST) recently received a contract modification that added the inspection, testing, and refilling of fire extinguishers, services formerly provided by the United States Enrichment Corporation (USEC). SST hired former USEC Fire Services employees to conduct the inspections, but acquired the services of a local vendor for the testing and refilling activities. Fire Services employees checked the weights of fire extinguishers returned from the vendor after refilling and identified several underweight extinguishers. A subsequent Quality Assurance surveillance found that procurement documents did not adequately flow down contractual requirement to follow NFPA 10 to the vendor. The employees questioning attitude and willingness to go beyond their required duties resulted in actions that will generate improvements beyond their work scope.
