Before attempting to decontaminate a surface, characterization at depth should be performed, even if this characterization will be difficult and costly. Implementation of D&D technologies that may have been assumed to be the best choice can instead result in increased exposure rates to personnel during subsequent D&D operations. At the West Valley Demonstration Project Main Plant Processing Building Off Gas Cell, this resulted in a loss of four months on schedule, two of which were on the Critical Path.
