Failure to identify a procedure noncompliance by a support organization led to a Technical Safety Requirement noncompliance. The Central Waste Complex allowed the Hanford Fire Department to assume control of maintaining compliance and did not take positive actions to verify compliance with the facility safety basis.

Lessons Learned: When a support organization or other Prime Contractor provides services that ensure compliance with facility requirements, Operations must bear the responsibility and authority to verify that compliance with safety requirements is maintained.
