During a DOE independent assessment of the FBP Environmental Radiation Protection Program, it was found that the Environmental Protection Training and Qualification Program was inconsistent with the site training program as well as the required reading program.

Level four documents only required an internal departmental review. No effort was made to include Training Department Subject Matter Experts in the review. The review that was conducted did not sufficiently account for the requirements and standards defined by the training plan. Required reading was also not established consistent with the required reading program due to a faulty assumption on how it applied.

Recommendation: When developing internal documents such as level four documents the appropriate source documents should be identified and reviewed. The internal document should then be subject to a review by the appropriate SME knowledgeable of the applicable source document.
