The Shielded Cell Transfer Cask (SCTC) was removed from the Interim Examination and Maintenance (IEM) cell at the Fast Flux Test Facility and replaced with a cover plate while a seismic latch on the ceiling valve was inoperable. The latch was required by the documented safety analysis (DSA) to be operable during that evolution.
