A Statement of Work (SOW) must describe specific requirements in sufficient detail to form the basis for a contractual obligation and must inform the contractor that those requirements will be the criteria for evaluating performance. A SOW must include all requirements associated with the activities to be performed. While PHMC procedures cannot be referenced in a SOW, the actual requirement language must be extracted from existing processes and procedures and included in the SOW. Alternatively, applicable industry standards (e.g. IEEE 1048 or NQA-1) to be met must be specifically identified.
